Sir,
With reference to paragraph 6 of your circular
losed despatch dated 14th May, 1924, enclosing a copy of the
Pensions Report of the Committee on Pensions and Passage
Expenses of Colonial Officers and to paragraphs 31 and 32 of
that Report, I have the honour to submit for your
consideration a copy of a draft amendment to the Pension
Minute embodying provisions for the grant of a death gratuity.
It is difficult to estimate the cost of this concession but
it is believed that it is not likely to exceed $20,000 on
the average in any one year.
The Executive Council and the Finance
Committee of the Legislative Council agree to the terms of
the draft clause.

It will be seen that it is proposed to
confine the grant to officers on the Fixed Establishment
whose service in this Colony for pension purposes is not
less than ten years and who actually leave dependents, but
that the application of the principle is extended to the case of officers dying within a year of retirement on
pension.
